Position context

A recalibrated USC International Development (USC ID) has a key role to play in assisting the University to succeed in achieving the international engagement goal indicated in its 2016-2020 Strategic Plan.  USC ID’s core function is to facilitate capacity building and technical assistance programs for developing communities, largely within, but not confined to the Asia Pacific Region.

The USC ID, with the involvement of researchers from across USC and subject area specialists outside of USC, engages collaboratively with national and international funding partners to design and deliver educational enrichment and research projects.

The Australian Centre for International Agricultural Research (ACIAR) is one such authority that encourages Australian agricultural scientists to use their skills for the benefit of developing countries.   ACIAR Pacific Island strategy recognises the importance of agriculture, fisheries and forestry and is committed to support research and development and capacity building in the Pacific.  USC has recently been contracted by ACIAR to work collaboratively with the University of the South Pacific (USP) to establish a scholarship twinning scheme with the goal of facilitating the deliverables of the scheme and contributing to the capacity building of the developing-country partner.

ACIAR, in partnership with USP and USC, provides the opportunity for partner country students to become involved in collaborative research projects while obtaining postgraduate qualifications at USP.  Additional support offered by USC complements the skills and opportunities available at USP.

 

Position overview

Under limited direction, the Scholarships Liaison Officer provides support and facilitates the administration of the ACIAR scholarship program with USP, with the focus of improving the educational experience for recipients and increasing the eligibility and candidacy for ACIAR scholarships.   The role is pivotal in the relationship between USP and the University, and has a strong influence on the overall effectiveness of the scholarship program. It requires an ability to work diplomatically and cooperatively, display initiative and creativity and provide an excellent level of client service within an international context.

As well as contributing to the management and administration of scholarships, the Scholarships Liaison Officer provides guidance and assistance to our partners at USP to provide a high level of professional service and contributes to policy and process development and improvement.

Flexibility with working hours at times and international travel are a requirement of this position.

 

Duties can include:

  1. Contribute to the management and administration of the scholarship scheme in partnership with USP.
  2. Establish and nurture working relationships with stakeholders to facilitate communication and improve the educational experience and increase the eligibility and candidacy of ACIAR scholarships.
  3. Act as a liaison between ACIAR, USP, and scholarship recipients to ensure best possible outcomes for the scholarship scheme and the recipients.
  4. Provide proactive pastoral care to scholarship recipients and undertake liaison visits to enhance the capacity and sustainability of students.
  5. Conduct evaluation of the student scholarship experience and the capabilities of supervisors engaged in student supervision and provide training and support to supervisors.
  6. Ensure the supervisory registry is up-to-date with the required supervisory skills and that these are aligned to ACIAR projects in the Pacific.
  7. Provide guidance and assistance to our partners at USP to ensure a high level of professional service that meets best practice for scholarship administration and that the assessment, selection and payment of scholarships is undertaken in accordance with the scholarship conditions and policies.
  8. Develop and maintain a thorough understanding of the needs and concerns of recipients, and use that information to identify service gaps.
  9. Identify needs and organise capacity building workshops to support USP HDR scholarship recipients and supervisors.
  10. Coordinate student engagement events in conjunction with USP coordinator to address student needs.
  11. Other duties within the range of skills normally associated with a position of this classification in an evolving environment as directed by the Manager, Global Project Development, International Development.

 

Selection Criteria:

Applicants need to demonstrate:

 

Essential

  1. Completion of a degree without subsequent relevant work experience.
  2. An understanding and commitment to providing excellent customer care and to deliver outstanding service to clients.
  3. Excellent communication and problem solving skills with experience in gaining cooperation and building and strengthening relationships within an international context, with a diplomatic and customer-orientated approach.
  4. Strong organisational skills with the capacity to set priorities, initiate action to achieve goals and deadlines and exercise sound judgement and independence of action.
  5. Flexibility, creativity and willingness to try new ideas and participate in change.
  6. Well-developed written and verbal skills including the delivery of presentations.
  7. Strong computer literacy, particularly in relation to information management and reporting.

 

Desirable

  1. Experience of living in or knowledge of the culture of Pacific region.
