PCA is seeking an experienced National Policy & Program Manager to join their passionate team based in Canberra. This is a full time, ongoing position.

Reporting to the CEO, you’ll be responsible for leading the policy, advocacy and programs agenda to position PCA as a respected national leader in end of life care policy.

Kay responsibilities include:

• Taking a leadership role in identifying policy initiatives of potential value to PCA and overseeing related research, analysis and tender development.
• Preparing background material and developing proposed action strategies, scoping documents and briefs in support of PCA’s efforts to advance sector interests relative to identified trends and emerging issues.
• Ensuring the management, implementation and evaluation of national policies and programs are being conducted in line with agreed protocols and timetables to achieve established milestones.
• In collaboration with the CEO, preparing, implementing and overseeing the allocation of resources within national programs, providing monthly reports on cash flow and expenditure together with variance reports for all projects and providing financial reports to funding bodies as required under the terms of any contract or funding agreement.
• Represent national policies and programs at a range of forums to internal and external stakeholders, including the PCA board and committees.
• Deputise for the CEO as required.

Selection Criteria

Ideally, we are seeking a person with the following qualifications, skills and experience:

Relevant tertiary qualifications and substantial national policy, advocacy and program management experience.

Sound knowledge and experience in managing programs, projects and contracts with Government and other funding bodies.

High level knowledge of the Australian healthcare system.

Demonstrated knowledge of reporting requirements for government departments and experience in writing those reports.

Demonstrated ability to provide positive leadership to deliver high quality outcomes in an environment characterized by tight deadlines and changing priorities.

Demonstrated experience in strategic leadership including the ability to conceptualise and develop policies and plans to support the timely completion.

Demonstrated high level ability to manage complex projects, including planning and detailing outcomes within agreed timeframes and budget.

Demonstrated high level skills in budget development, financial management and cost control to achieve project deliverables, operational and/or strategic goals.

Proven ability to initiate new ideas, analyse complex problems and identify strategies for their resolution.

Demonstrated high level written communication skills including the ability to prepare clear and concise reports, plans, grants, submissions and complex correspondence.

Demonstrated high level interpersonal and verbal communication skills including the ability to clearly consult, negotiate and liaise with stakeholders in a professionally and culturally sensitive manner, including the ability to deliver presentations to a diverse range of audiences.

Effective leadership and management skills to manage and develop others to achieve organisational goals and objectives

Proven ability to analyse data and reports and interpret policy and procedures in order to provide recommendations to others.

Experience working in the health care sector and knowledge in the field of end of life care or a related area would be highly regarded.
