About the role

SCHCADS Classification: Level 8, PP1
Hours: Part time (0.8EFT) Monday to Thursday
Term: Permanent, subject to recurrent grant funding
Location: Level 2, 491 King Street, West Melbourne

Position Responsibilities

The HelpOUT & Local Government Engagement Manager is responsible for:
• Coordinating and overseeing the development and delivery of a holistic Volunteering Victoria Local Government Engagement Plan, in collaboration with the Volunteering Victoria CEO, staff and volunteers, and external stakeholders including LGAs, peak bodies and volunteering support services
• Developing and managing all aspects of the delivery of HelpOUT, in collaboration with the Volunteering Victoria CEO, staff and volunteers and external stakeholders. This includes but is not limited to:
o Developing and nurturing key external relationships with:
 State Government departments and agencies, including Emergency Management Victoria (EMV), Department of Health & Human Services (DHHS), Local Government Victoria (LGV)
 Local government, including individual LGAs, regional emergency management networks, relevant peak bodies etc.
 Emergency service organizations (especially those involved in emergency relief and recovery) including Red Cross, CFA, SES
 Place-based volunteering support services, such as Volunteering Geelong
 Volunteering Queensland, who manage the Salesforce CRM and provide system support
o Providing leadership and support for the HelpOUT team and reference/advisory groups, which might include staff, volunteers, consultants, contractors and other stakeholders
o Working closely with other Volunteering Victoria staff and volunteers, who have a role to play in supporting the delivery of HelpOUT. For example, Finance, Marketing, HR and Professional Development & Events, Membership, Community Engagement
o Developing and maintaining appropriate agreements, internal business frameworks, operational processes and policies, to facilitate the efficient and effective delivery of HelpOUT
o Managing the activation, operations, scale-up, scale-down and deactivation of the HelpOUT Contact Centre in the event of an emergency
o Managing the reporting, acquittal and other requirements of any funding agreements, and any grant and sponsorship arrangements in relation to HelpOUT
• Adhering to Volunteering Victoria’s policies and processes
• Other relevant duties as required

Qualifications, Skills & Experience

Essential
• At least five years’ experience as a not-for-profit or public sector project manager
• A relevant tertiary qualification in project management, business management or similar
• Demonstrated experience in:
o positively leading and developing small teams of staff, consultants and volunteers
o successfully managing complexity and responding effectively to change
o successfully managing external relationships, including project partners, contractors and consultants
o managing multiple concurrent priorities
o Project management
o Using CRM or client case management systems (eg. Salesforce)

Desirable
• Experience within or working knowledge of the Victorian emergency management sector
• Experience within or working knowledge of the Victorian local government sector
• Skilled volunteer management experience
• Program or service design and development experience

• HelpOUT client organizations
