About the role

UNICEF Australia’s International Programs team is responsible for management of our relationships with partner country offices, primarily in East Asia and the Pacific, and advancing the impact and effectiveness of directly supported child rights programs in those countries.

In this role, you will play a pivotal role in our Program team and assist with implementation of key policies and procedures, and ongoing compliance with DFAT accreditation and ACFID Code of Conduct requirements. Your key focus will be day to day management and oversight of a particular portfolio of programs and partner Country Offices, and identifying and responding to technical assistance and capacity building opportunities.

This position will also play a role in ensuring high quality design, monitoring and evaluation of programs, and application of cross-cutting issues such as gender and disability.

Key Responsibilities

Program and Partner management

* Develop positive relationships with UNICEF Country Office staff and understanding of the overall country program and context
* Manage portfolio of Directly Supported Programs according to the annual program cycle and policy requirements
* Undertake program monitoring visits and coordinate/participate in program evaluations

Policy and Systems Development

* Implementation of all relevant policies, procedures and systems to ensure a high quality, child rights focused program
* Ensure compliance with DFAT accreditation standards and ACFID Code of Conduct criteria

External Communications and Reporting

* Contribute to program updates and reports for key internal and external stakeholders
* Liaise with external evaluators, consultants or agencies implementing technical assistance initiatives, to ensure successful completion of activities and sign off by Country Office

Program Quality and Effectiveness

* Strengthen the effectiveness of programs and partner in a given area such as gender, disability or Disaster Risk Reduction (to be determined depending on expertise)
* Contribute to monitoring, evaluation and learning systems

Operational Management

Undertake risk monitoring, management and reporting activities at a partner and program level
Work towards achievement of International Programs goals and KPIs

Selection Criteria

1: Tertiary qualifications – A graduate degree in a relevant field (International Development; International Studies or similar);

2: A minimum of four years International development experience in a program position involving design, implementation, monitoring and evaluation, in a developing country context (please detail experience in commissioning or undertaking program reviews or evaluations);

3: Working knowledge of best practice approaches to development and implementation of cross-cutting themes in development programming. Expertise in gender and/or disability inclusion will be highly regarded;

4: Specific knowledge of and experience in implementing projects with one or more of UNICEF Australia’s key thematic areas: WASH, early childhood education, child protection, health, nutrition. Expertise in WASH will be highly regarded for this position;

5: Demonstrated experience in implementing or managing child rights projects, particularly in South East Asia or the Pacific;

6: Understanding of donor policies and procedures, in particular knowledge or experience of the DFAT Accreditation and ANCP reporting requirements; ACFID Code of Conduct;

7: Familiarity with the UN / UNICEF global mechanisms;

8: Experience in providing capacity building and/or technical program support, including distance relationships management;

9: Strong written and oral communication skills, with the ability to successfully represent and advocate on behalf of UA including in a cross cultural context;

10: A commitment to the aims and values of UNICEF, in particular to UNICEF’s special mandate to protect child rights

This is a full time 12 month maximum term contract position. The role requires occasional work outside of regular hours and overseas travel to visit programs up to four times a year.

A competitive salary commensurate with the not for profit sector is offered together with the availability of salary packaging to achieve a tax effective total salary package commensurate with experience.

To be eligible for employment with UNICEF Australia you must be legally entitled to work in Australia and have satisfactory background checks prior to employment, such as mandatory police check and working with children check.
