The Victorian Foundation for Survivors of Torture Inc, also known as Foundation House, was established in 1987 to meet the needs of people subjected to torture or other traumatic events prior to their arrival in Australia. Foundation House delivers a broad spectrum of specialised services designed to meet the psychosocial needs of refugees and other humanitarian entrants. It has a long standing commitment to working collegially with other non government organisations, refugee communities, civil society, governments at all levels and the private sector.
Since its inception Foundation House has developed a strong reputation nationally and internationally as a leader in its field. It has experienced sustained growth throughout that time leading to a staff team in excess of 200 whom deliver services across Melbourne metropolitan areas and in rural and regional communities.

About the role

The Role:
Recognising the need to consider the organisational impacts of recent growth and the demands on their service delivery, Foundation House has undertaken a review of its client service delivery arrangements. Through the review process Foundation House has established a roadmap of changes that will drive continued improvement in the quality of its service delivery and build the professional capability of its staff. This new and exciting role of General Manager Direct Services has been specifically created as a result of this process and will lead the development, management and provision of service delivery to clients.

Reporting to the CEO and working in partnership with the rest of the Agency Management Team, the General Manager Direct Services will:

• Provide overall leadership, strategic direction and operational/line management of Direct Services staff, ensuring the effective day-to-day delivery of services required to meet funding and service agreement obligations, organisational goals and optimal outcomes for clients.
• Lead the delivery of high quality services to clients of Foundation House by ensuring they are delivered consistent with the Integrated Trauma Recovery Services Model and Rebuilding Shattered Lives.
• Ensure that Direct Services staff meets service and quality standards, targets, and legislative and policy requirements.
• Take overall lead and responsibility for the collation, analysis, reporting and use of critical client, target and settlement data to best service and reach client communities, and to ensure optimal resource allocation in the Regional Offices.
• Initiate, develop and sustain service and key stakeholder relationships to achieve goals, outcomes for clients, communities and Foundation House.

Candidate:
To be successful in the role you will need to have:
• Extensive managerial experience in leading service delivery teams within a human services organisation, managing risk and achieving key strategic objectives.
• Relevant tertiary qualifications, with post graduate qualifications highly regarded.
• Successful experience in change management, particularly to drive innovation and create a culture of continuous improvement.
• Proven experience in managing Government relationships including related to funding and service and agreements.
• An understanding of what it means to “advance the health, wellbeing and human rights of people from refugee backgrounds” and the cross-cultural dimensions to providing services in a multicultural society.
• Willingness to obtain a WWCC, undergo a police check and hold a current drivers’ licence.
