Creative Partnerships administers the Australian Cultural Fund (ACF), a not-for-profit fundraising platform for Australian artists and arts organisations that was established in 2003 to encourage and facilitate tax-deductible donations to the arts. The Australian Cultural Fund operates as a distinct but connected entity, with its own programs, services, objectives and measures.

About the role

Position Objectives

The Executive Director Operations is responsible for Creative Partnerships’ effective and efficient operation and for overseeing its communication and digital strategies, including for the growth and development of the Australian Cultural Fund. The role provides leadership to teams in the development and delivery of corporate services, IT, marketing, communications and digital strategies.  

The position also fulfils the role of Company Secretary and is responsible for matters related to governance, compliance and risk management.

As part of the organisation’s executive team, the Executive Director Operations & Marketing:

  • acts as the key liaison with the federal government for the management of the Funding Agreement and other Commonwealth Government matters;
  • provides advice to the CEO on the planning, management and reporting of Creative Partnerships’ business;
  • ensures that Creative Partnership’s complies with all company secretarial and regulatory matters;
  • oversees the marketing and communications function with responsibility for strategy
  • oversees the effective management of the Australian Cultural Fund including business processes and procedures, marketing, communication and digital strategies, governance and risk oversight;
  • oversees delivery of the Awards event
  • ensures that Creative Partnerships is a high-performing organisation through the efficient and effective management of office policies, systems and processes for risk management and contracts, human resource management and payroll, information technology and related corporate services
  • compliance with the annual reporting and budgeting processes
  • ensures a safe and harmonious work environment for employees and contractors

Position Tasks (specific duties, responsibilities and functions):

Financial and corporate management, planning, monitoring and reporting

  • manage the strategic and operational aspects of financial planning, management, record-keeping, tax and legal compliance and financial reporting to enhance the consistency, accuracy and reliability of information, including:
  • managing an integrated operational planning, financial and budgeting process
  • developing and maintaining corporate guidelines and policies and ensuring compliance across CPA

Company secretarial, governance and internal communications

  • undertake the duties of Company Secretary
  • manage the preparation and distribution of agenda, papers and reports for board meetings
  • develop and maintain effective internal communications to ensure that
  • CPA’s corporate policies and procedures are well understood and readily accessible to all staff
  • all staff feel informed and included in all corporate information and actions (as appropriate)

Human resources

  • manage HR strategy, support and advice throughout the organisation including performance development review process, HR policies and procedures and employee relations
  • develop and maintain the AbaF HR policies and procedures manual
  • manage the staff recruitment process, including developing position descriptions and advertisements and overseeing applications interviews, selection and reference checking
  • manage the staff induction process to ensure that all staff members have requisite information and resources to enable them to undertake their roles effectively and efficiently
  • deal with industrial relations issues as they arise and ensure that CPA continues to comply with relevant industrial laws and regulations

Commonwealth government relations

  • liaise and consult with DCA in relation to CPA’s day to day financial, contractual, operational and governmental requirements
  • provide financial and activity reports for DCA in accordance with the funding agreement and ensure that CPA meets its obligations under the Funding Agreement
  • liaise and consult with the Department of Finance and other Commonwealth departments and ensure compliance with all relevant administrative matters

Information technology

  • oversee development and management of CPA’s IT software, hardware and systems including transition to new systems and platforms

Contract management and compliance

  • ensure that all CPA contracts are developed and administered in accordance with company policies and procedures, applicable laws and agreed customer requirements
  • provide advice to CPA staff on contract management and policy compliance matters
  • maintain CPA’s Risk Management Plan, ensuring that this plan is communicated to relevant managers and monitor and report on risk management
  • ensure that AbaF complies with all relevant legislative and legal obligations.

Communications and marketing

  • oversee the implementation of CPA’s communications plan in accordance with the business objectives and opportunities
  • in collaboration with the executive team prepare and brief stakeholders regarding CPA’s key messages for business, arts, philanthropy and government audiences
  • support the marketing and communications team to implement, monitor and evaluate CPA’s communications and digital strategy.

Selection Criteria for the position

  • demonstrated ability to operate effectively at senior management level, providing leadership and working collaboratively with staff at all levels
  • senior experience in negotiating and managing government funding agreements and reporting requirements
  • demonstrated capacity to effectively and efficiently work with a board and fulfil a formal Company Secretary role
  • highly developed:
  • experience in the development, monitoring and reporting of operational and business plans and budgets
  • capacity to interpret, analyse and communicate financial and related information
  • expertise in control structures and financial management
  • highly developed leadership, influencing, negotiating and change management skills
  • an understanding of and appreciation for the issues and obligations facing organisations in the not-for profit sector and government related entities
  • senior experience in communications and marketing strategy and brand development
  • experience and expertise in developing and managing the HR, IT and office administration aspects of a dynamic business
  • excellent organisation and computer skills with strong attention to detail
