About the organisation
The Puntukurnu Aboriginal Medical Service (PAMS) is an Aboriginal Community Controlled Health Service located in the East Pilbara region of Western Australia and provides comprehensive and culturally appropriate primary health care services to the Martu people of Newman and the four remote Aboriginal communities of Jigalong, Parnngurr, Punmu and Kunawarritji.
Our passionate and multidisciplinary team of qualified and experienced health professionals including GPs, Remote Area Nurses and Aboriginal Health Workers provide holistic and high quality health care clients throughout the region.
Expanding its services in August 2020, PAMS opened a new clinic in Newman referred to as ‘The Newman Clinic’. Linking residents with a range of healthcare providers, the Newman Clinic is the centre for primary health care services for Aboriginal people living in Newman and the surrounding areas. About the Opportunity
Puntukurnu Aboriginal Medical Service is seeking to appoint a Clinical Manager on a full time, permanent basis.
Reporting to the Chief Executive Officer, the Clinical Manager – Newman Clinic is primarily responsible for coordinating and managing the provision of high quality and culturally appropriate primary health care services to the clients of Puntukurnu Aboriginal Medical Service (PAMS). You will be responsible for managing all aspects of the day to day operations of the Newman Hub including planning, service delivery, portfolio management and consumables as well as assisting with assets management.
About You
To be considered for this position, you must meet the below Selection Criteria:
- Current registration with the Australian Health Practitioner Regulation Agency as a Registered Nurse, Registered Midwife, Nurse Practitioner or Aboriginal Health Practitioner.
- Demonstrated ability to practice in accordance with the Nursing and Midwifery Board of Australia (NMBA’s) Code of Conduct of Registered Nurses and Standards of Practice for Registered Nurses OR demonstrated ability to practice in accordance with the Aboriginal and Torres Strait Islander Health Practice Board Code of Conduct and Professional Capabilities standards.
- At least four (4) years post graduate experience in nursing or as an Aboriginal Health Practitioner, demonstrating a sound professional background in primary health care service delivery, management and coordination.
- Previous experience leading a multi-disciplinary team in a primary health care setting including conflict management.
- Sound understanding of, and a commitment to, the principles of Primary Health Care and Community Development and model of Aboriginal Community Controlled Health Services.
- Highly developed written skills and demonstrated organisational and time management skills plus an ability to adapt to changing needs.
- Highly developed interpersonal skills.
- A clear respect for Aboriginal culture, willingness to listen and learn, a commitment to participate in inter-cultural awareness activities as directed by PAMS and a demonstrated ability to practice in a culturally safe and appropriate manner.
- Demonstrated understanding of issues affecting Aboriginal health, drivers of health inequality, and principles of primary health care and relevant legislation governing work practice in Western Australia.
- Sound working knowledge of electronic patient information management systems (eg. Communicare).
- Current Understanding Vaccines and the National Immunisation Program Certificate or willingness to obtain within the first six weeks of commencement.
- Current First Aid or Intermediate / Advanced Life Support Certificate.
Ideally, in addition to the above, we are looking for someone who:
- Possesses further qualifications in the areas of primary health care, health administration and leadership chronic disease, mental health, child health, diabetes education, wound care, midwifery or other relevant area.
- Identifies as Aboriginal and/or Torres Strait Islander and is acknowledged as such by their community.
- Can demonstrate their knowledge of Medicare and its application to the Aboriginal primary health care setting.
- Demonstrates previous high-level experience in the use of Communicare including having undertaken Communicare Administrator training.
The position involves working with a multicultural organisation where the majority of staff, clients and stakeholders identify as Aboriginal or Torres Strait Islander. Candidates must be able to demonstrate an understanding of the issues affecting Aboriginal and Torres Strait Islander people and their ability to communicate sensitively and effectively with Aboriginal and Torres Strait Islander people.

This position offers the opportunity to work closely with remote Aboriginal communities and make a drastic impact to the health and well-being outcomes of these communities.
PAMS operates four remote sites, three of which have a team of one nurse and a range of ancillary workers. Although the successful candidates will have a substantive location (Newman) they must be prepared from time to time to work across any one of these sites should they be required.
PAMS operates in some of the most remote parts of Australia and staff are required to be proficient at driving a 4WD vehicle and willing to fly in light aircraft.
