About The Role
The General Manager will take responsibility for all corporate-shared services. These include HR functions, financial, information technology, resource and facility management, risk and emergency management and quality.
The role will be supported by Program Leader – NDIS Liaison, Program Manager – Corporate Services, Team Leader – Quality, an administrative resource and a receptionist. It will also support the Chief Executive of BDS and work closely with the Service Manager.
This is a full-time permanent role, with a salary commencing at $116,000 + Superannuation. Opportunities for salary sacrifice are available.
Duties
General and Performance Management
- Ensure a wide range of quality corporate services are developed, implemented and/or maintained to meet legislative requirements including NDIS compliance and to support the operations of BDS.
- Develop and implement policy and procedures ensuring they align to BDS strategic plan and relevant legislation.
- Management of BDS Budgets and financial matters including oversee payroll
- Manage the BDS quality plan and chairing and supporting the OH&S Committee
- Manage BDS Emergency Management, Risk Management and Business Continuity Plans
- Attend to urgent matters when CEO is unavailable.
- Support the CEO in identifying business development opportunities aligned to the strategic plan and Board direction.
- Participate in BDS after Hours Management support as per roster.
- Execute the annual business and budget planning process
Finance and Resource Management
- Provide effective financial reports and advice to enable the CEO, and Board to make informed decisions
- Ensure BDS is compliant with applicable taxation laws including GST, FBT and preparations of returns (e.g. IAS/BAS & FBT)
- Ensure effective budget and contract management, including accountabilities and compliance reporting and acquittal to ensure all services operate within allocated budget.
- Oversee and manage of the corporate budget
- Facilities (buildings and grounds) and fleet management.
- Manage IT and networks
- Manage outsourced contracts i.e. cleaning, IT etc
- Manage BDS Assets register.
- Manage the BDS records management and archiving system
People Management
- Develop, maintain and be a role model for a culture among staff that is open to change and supports continuous quality improvement, collaboration, respect and accountability
- Support the Services Manager in ensuring the delivery of quality and professional service and identifying opportunity for continuous improvement of service delivery.
- Provide professional support and mentoring to senior employees.
- Manage HR and IR issues as they arise.
- Manage Workcover and staff health and wellbeing
- Develop and implement annual staff training plan
- Manage staff performance management/professional development system.
Skills and Experience
- Completion of a Tertiary qualification or and/or experience in finance, business and/or Community Service Management, Human Services or other related field.
- Demonstrated comprehensive knowledge of NDIS funding, quality and safeguarding frameworks, industry trends, disability sector and service standards
- Demonstrated understanding and experience working with the needs of people living with disabilities, their carers and families
- Previous Management experience in disability services
- Exceptional operational leadership experience
- Demonstrated abilities in growing and developing people
- Advanced understanding of service improvement, WHS principles and previous experience within a regulatory environment
- Strong ability to manage resources and exceed targets
- Proven record of accomplishment of successfully implementing change
- Possess excellent skills in leading through relationships across a wide range of stakeholders including clients, families, staff and external contacts
- An understanding of the relevant legislation including the Social, Community, Home Care and Disability Services Industry Award 2010.
