The Senior Practitioner reports to the General Manager – Communication & Inclusion Resource Centre and is responsible for positioning the Positive Behaviour Support Service nationally through leading the organisation’s strategic direction, policy, clinical governance, compliance, practice frameworks and planning in positive behaviour services across Scope and Home@Scope. Coordinating projects and research are key success factors.

You are a registered behaviour support practitioner, have specialised post graduate credentials and experience in providing best practice services to people with behaviours of concern, with a sound grasp of Victorian legislation relating to positive behaviour support. A proven leader and manager in disability and restrictive interventions, you are a clinical governance expert possessing a deep familiarity with innovative service models and building the capacity of the sector to effectively support people who have behaviours of concern.

Position Purpose
Responsible for positioning the Positive Behaviour Support Service nationally through leading Scope’s strategic direction, policy, clinical governance, compliance, practice frameworks and planning in positive behaviour services within Scope/Home@Scope. The role will also lead and co‐ordinate strategic projects and research in positive behaviour support

Key Accountabilities, Responsibilities & Deliverables

Service Provision
Internal Key Responsibilities

  • Responsible for providing organisational leadership and direction on the rights of people subject to restrictive interventions and compulsory treatment
  • Responsible for providing expert, timely advice on NDIS & relevant disability standards as they apply to Positive Behaviour Support and restrictive interventions.
  • Oversee the implementation of Scope’s PBSS Practice Framework
  • Responsible for the clinical governance/practice of clinicians in the PBSS team and overall clinical governance for organisation.
  • Provide advice and direction to the organization and the sector on Positive Behaviour Support.
  • Responsible, in conjunction with the Managers of CIRC and executive, to identify, prioritise and drive improvements, service enhancement and product development.
  • Contribute to translating Scope’s Strategic Plan into key deliverables.
  • Lead and contribute to research and service development initiatives within the organisation, in collaboration with other leading institutions, in restrictive interventions and compulsory treatment.
  • Responsible for the development and integration of service, project and product offerings.
  • Lead a culture that integrates evidence‐based practice and critical reflection
  • Delivers practice leadership in positive behaviour support for the PBSS clinical team, executive and frontline leaders in Scope/Home@Scope
  • Responsible for meeting all regulatory, legal and compliance commitments governing the provision of services.
  • Supports the development of workforce capability in PBS
  • Implements practice leadership framework

  
External Responsibilities

  • Represent Scope with key stakeholders
  • Represent Scope as a peak body and participate in relevant advisory groups
  • Lead and co‐ordinate strategic state-wide, national and international projects in positive behaviour support.
  • Maintain and grow linkages to professionals and academic institutions.
  • Lead and contribute to research and service development initiatives within the organisation, in collaboration with other leading institutions, in restrictive interventions and compulsory treatment.
  • Establish Scope’s PBS team as a leader in the sector.
  • Identify and establish strategic relationships including Office of Professional Practice, NDIS Quality and Safeguard Commission & University of Melbourne.

  
Planning & Management

  • Develop, lead and implement project plans
  • Develop, lead and monitor performance indicators and outcome measures in relation to services and products to ensure positive outcomes for stakeholders.
  • Develop and review relevant Scope policies and procedures for positive behaviour support.
  • Explore, develop and implement new business opportunities within strategic priorities.
  • Effectively market and promote services and products internally and externally at the state‐wide, national and international levels.
  • Maintain a thorough and current knowledge of the disability policy environment and disability service market including industry trends and emerging areas of opportunity.

Financial Outcome

  • Responsible for research/projects/products budgetary and operational expenditure
  • Responsible for the pricing research/projects/products for financial sustainability

Growth Delivery

  • Grow the products and services base by exploring, identifying and moving into new markets that align with Scope’s capabilities and provide a solid basis for building a strong commercially viable positive behaviour support service that is integrated within the broader organisation.
  • Grow the products and services base by exploring, identifying and positioning service offerings within the context of NDIS.

People Leadership

  • Establish clear communication with managers and senior executive at the business, divisional and local level where appropriate.
  • Support the efficiency and effectiveness of the Positive behaviour support team, as well as providing individuals with professional growth, clinical supervision, mentoring and development.
  • Responsible for championing a culture of continuous improvement that supports Scopes organisational culture and change program.
  • Lead, motivate and mentor staff, and encourage innovation that will improve both performance and direction.

Workplace Health & Safety

  • Responsible for ensuring that Scope complies with its legal requirements and strives for best practice in the provision of a safe workplace for all.

  
Selection Criteria
Qualifications & Knowledge / Experience

  • Tertiary qualified, or equivalent in a relevant discipline e.g.: Psychology
  • Extensive knowledge of the current legislative framework within Victoria and nationally in relation to disability and restrictive interventions
  • Demonstrated experience in quality service leadership, strategic planning and resource allocation within the human services sector.
  • Relevant experience in the development of policies and procedures in relation to human services.
  • Ability to develop and evaluate a range of innovative service models
  • Minimum of 10 years proven experience in providing clinical services to people with disabilities and associated behaviours of concern.
  • Highly developed knowledge and understanding of the principles and practices underlying positive behaviour support
  • Demonstrated experience in capacity building and community development
  • An understanding of relevant research methods within the human services sector.
  • Good understanding of the disability sector
  • Sound computer skills.

  
Leadership Skills

  • Demonstrated leadership, experience in clinical governance and ability to motivate staff.
  • Proven change management and negotiation skills.
  • Proven ability to liaise with a range of key stakeholders in the community, government and corporate sectors.
  • Financial management experience, including experience costing services/products.

  • Cleared NDIS worker screening.
  • Working with Children’s Check.
  • Must satisfy all visa requirements for working in Australia.

  • Current registration to practice in Australia.
