About the role

The Director – Out of Home Care Services is responsible for the practice and operational leadership of all out of home care services at Act for Kids. Currently we operate six residential safe houses in the remote Cape and Gulf communities of Aurukun, Doomadgee, Kowanyama, Napranum and Pormpuraaw, and a family reunification house in Cairns.

 Key responsibilities

  • Provide practice and operational leadership across all out of home care services, ensuring a high level of practice quality, and compliance with Service Agreements, Out of Home Care Licensing Standards, Human Service Quality Framework and other regulatory standards.
  • Ensure service delivery in out of home care programs is child-focused, trauma-informed and aligned to best practice organisational, community and cultural expectations.
  • Ensure services delivered to Aboriginal and Torres Strait Islander children, young people, families and communities are culturally safe, appropriate, and inclusive.
  • Oversee the ongoing development, implementation, monitoring and continual improvement of administrative, procurement, work health and safety, compliance and risk management systems within out of home care services.
  • Work collaboratively with the Support Hub Business Services team to plan, monitor and manage budgets to ensure contractual obligations are met and operations are delivered within budget.
  • Provide leadership and support to managers and team members within out of home care services programs to nurture a high performing workforce aligned to organisational values.
  • Work closely with the Executive Director Service Operations and other senior leaders to plan, monitor and achieve organisational operational and strategic impact goals.
  • Represent Act for Kids with government, media, philanthropic and other funding agencies and partner organisations and stakeholders as required.

About you… 

Qualifications

  • A tertiary qualification in a relevant discipline (eg. human services, allied health, social work) and professional registration where required.

Skills and experience

  • At least 8 years of proven effective leadership and senior management experience within a therapeutic out of home care service delivery context.
  • Previous experience as a practitioner working with children or young people within a relevant context.
  • Proven experience delivering quality out of home care services successfully within a highly regulated compliance framework.
  • A high level of cultural competency and proven ability to work sensitively and effectively to deliver culturally appropriate, safe, and inclusive services to Aboriginal and Torres Strait Islander people whilst ensuring a connection to community, country and culture.
  • An ability to provide strong leadership, supervision, guidance and support to operational managers to ensure a cohesive child-focussed and trauma informed approach to service delivery.
  • Experience in and genuine commitment to nurture and develop workforce capacity to achieve improved outcomes for children and young people in out of home care.
  • Strong analytical, writing and financial literacy skills with a proven ability to manage budgets, analyse data and statistics, write complex reports and develop grant and funding submissions.
  • A willingness and ability to travel frequently, including to remote communities.

Other requirements

  • Eligibility for a positive Working with Children Check in the applicable state of employment in Australia or exemption based on professional qualifications and registration.
  • Willingness to undergo and pass a Suitability Check to be engaged in the provision of care services by licensed out-of-home care service providers under the Child Protection Act 1999 and Child Protection Regulation 2011.
  • Current driver’s licence.
  • Applicants must be eligible to legally work in Australia and proof of eligibility may be requested.
  • Fully vaccinated with the prescribed doses of an approved vaccine against COVID-19 or have an approved medical exemption
