About the role
The Program Director will have overall responsibility for ensuring all aspects of Labour Mobility Assistance Program are delivered to best-practice standards, in accordance with the requirements and terms of the contract, and for managing the day-to-day activities of other program staff and technical advisers.

The Program Director will be located at the Supplier’s home base. They will work in consultation with DFAT and other stakeholders e.g. nominated labour sending units, civil society organisations, and staff from related development donors to develop annual work plans and to manage and coordinate the required inputs to achieve the regional and national outputs.

The Program Director will mentor, support and facilitate the provision of strategic advice to Program partners and DFAT on the technical issues associated with the implementation of the LMAP.

The Program Director will be the primary point of contact for DFAT on the Program; will ensure that both the LMAP program and the implementation team meet all obligations under the Scope of Services; and will represent the Supplier in all discussions with DFAT on operational matters.

About the program
The Labour Mobility Assistance Program (LMAP) is funded by the DFAT with the specific purpose of improving the capacity of the nine participating Pacific Island countries and Timor Leste governments to manage their participation in the SWP. The Labour Mobility Assistance Program has four key components:
– Improve demand for seasonal workers among Australian employers.
– Improve the supply and quality of seasonal workers.
– Maximise the development impacts of the SWP in sending countries.
– Produce evidence to improve policy and program outcomes through pilot and tracer studies.

Cardno has been engaged since June 2015 to manage and implement LMAP. The current team consists of a Team Leader, two peer Capacity Building Adviser, the Marketing and Communications team and a Monitoring and Evaluation Adviser, with program management and administration support from Cardno’s Melbourne office. Cardno is now looking for a third Capacity Building Adviser to join the team.

Job Location
The candidate will be based in Melbourne, the location of the Project Management Office. The position will require some travel across the Pacific, New Zealand and Timor Leste.

Duration
The Program Director will have full-time inputs until the Services order finish date (30 June 2018). There may be opportunity for further involvement after this date.

Remuneration
This position will be remunerated in line with the Australian Government’s Adviser Remuneration Framework, Long Term Adviser Monthly Rate Tables (http://dfat.gov.au/about-us/publications/Documents/adviser-remuneration-framework-2016.pdf) and will fall within Discipline Group B, Job Level 3 (Monthly fee AUD10,412 up to AUD13,015). The remuneration at which the Adviser is engaged will be based on the successful candidate’s relevant experience.
