In late 2014 Inner Melbourne Community Legal (IMCL), Flemington Kensington Community Legal Centre (FKCLC) and Moonee Valley Legal Service (MVLS) initiated a process to explore collaboration options that would enable the three centres to best meet the legal needs of their communities in a financially sustainable and effective way. This seven month project, funded via a Victoria Legal Aid (VLA) Innovations and Transformation Grant allows us to concretely explore options for closer relationships and integration between these neighbouring CLCs, furthering the work of the three centres with a strong evidence base and collaborative planning framework.

About the role

This seven-month Project will:

a) Coordinate a joint jurisdictional legal needs analysis across the Moonee Valley, Flemington/Kensington and Inner Melbourne catchments;

b) Develop a joint strategic planning process that points to effective, evidence-based service delivery models between the three centres (and possibly other organisations);

c) Gather and examine organisational data for the next steps previously identified by the Nous Group Collaborations Project;

d) Examine options for coordinated or joined up legal service delivery, including potential new management and governance structures that best facilitate legal assistance to the above mentioned catchments. This should compare and contrast the qualities, efficiencies and deficits of the current models of management and governance and include impacts on financial performance and service delivery;

e) Develop a joint strategic planning framework for the delivery of community legal services in the areas covered by Flemington Kensington CLC, Inner Melbourne CLC and Moonee Valley Legal Service to be ratified by the Boards of each centre.

Scope
This project entails working closely with three neighbouring Community legal centres to coordinate a joint jurisdictional legal needs analysis and develop a collaborative strategic planning framework that will bring benefits through improved access or service expansion.

The project will require sound facilitation and communication skills, experience in organizational and business development and a working knowledge of coordinating a jurisdictional legal needs analysis. It will require a thorough and transparent exploration of the evidence and options available to the three centres.
