  The Role:

  1. The Manager OoHC is responsible for providing direction, leadership and management of the OOHC team in the delivery and growth of a quality service of care and support of children, young people and their families involved with Child Protection and/or Youth Justice through the provision of emergency, transitional and long term Residential Care, In Home Support and Tailored Care Packages. 

Reporting to the Executive Manager, Accommodation & Client Services and with three direct reports you will:

  • Implement and lead the Operational Plan for ONCALL’s OoHC Strategic Plan.
  • Plan, implement and oversee service delivery within Victoria ensuring a child focused, child centric and strength-based approach.
  • Liaise with the Department of Families, Fairness and Housing (DFFS), Community Service Organisations and other external stakeholders as required.
  • Provide leadership and management to a dedicated and compassionate team
  • Analyse the risks, support models and coordination activities required to successfully implement the transition of a child or young person into the OoHC program when accepting referrals 
  • Review and implement continuous improvement models for all properties across OoHC ensuring they are Audit ready 
  • Ensure OoHC service delivery meets Legislative and regulatory requirements and ONCALL’s quality framework 
  • Prepare monthly reports as required on service delivery in line with Operational plan
  • Participate in ONCALL’s Accommodation Services After Hours program

The Person:

You’ll be resilient and passionate about building capability within your team. In addition, you possess:

  • A tertiary qualification in Welfare or other relevant practice relevant to working in Out of Home Care Sector; or other equivalent/higher experience or qualifications – including Minimum Qualification for Residential Care
  • Certificate IV in Government Investigations
  • Significant experience and knowledge of Out of Home Care/Child Protection
  • Significant experience in a leadership position within a Community Service Organisation
  • Experience in collaborative working relationships with key stakeholders
  • Knowledgeable in placement coordination and the referral process associated with OoHC
  • Exceptional stakeholder engagement skills, ability to present and adapt communication style based on audience.
  • Good decision-making skills and ability to remain composed under pressure
  • Strong negotiation and advocacy skills
