Huon Regional Care is a contemporary, values-based not-for-profit provider of quality aged care services across three sites in South-Eastern Tasmania. It has revenue of $22 million, 290 staff and 133 beds, plus rural health, palliative care and home-based support.
  
Working collaboratively in partnership with a skills-based board, you will lead the organisation in achieving optimal outcomes for its community, in keeping with Huon Regional Care’s Vision, Purpose and Values.
  
With a strong grasp of governance, you are a proven leader and manager in the health and/or human services sector. Your forte is promoting sustainability through a strategic approach to stakeholder relations and instilling an empathetic, person centric culture based on quality service delivery.

Position Purpose
The Chief Executive Officer (CEO) works in collaborative partnership with the Directors of the Huon Eldercare Limited Board (Board) to set the strategic direction of the organisation and provide contemporary governance and leadership of Huon Regional Care.

Upholding the organisation’s values, the CEO will develop partnerships and maintain excellent working relationships with all levels of management, staff , internal and external stakeholders.
The CEO is responsible for leading the implementation of Huon Regional Care and compliance with internal and external governance and legislative requirements. This is demonstrated by leading and supporting strong business management and clinical care outcomes that deliver sustainable business operations through strong financial stewardship, excellent service provision, continuous improvement, education and development of staff and high quality care.

Works closely with:

Executive management team, management team, staff, residents, service users and their relatives; external stakeholders including medical practitioners, community and other representatives from all levels of government and funding bodies, visitors, volunteers, advocates, agency staff and contractors.

Key responsibilities

Leadership

1. Provide high level, timely, accurate advice to the Board on all aspects of business operations including clinical services, financial management, legislation and compliance, governance and risk.
2. In collaboration with the Board set strategy and direction for the delivery of quality services and sustainable operations across Huon Regional Care
3. Partner with the Board and the Executive Management to lead and implement Huon Region Care’s Values and create a workforce culture that employees feel values and supported
4. Work with the Executive Management team to deliver best practice work methods by fostering exemplary behaviour, cohesive decision making and high quality operational service delivery delivered in line with regulatory requirements and on budget
5. At all times model behaviour and provide trusted leadership in line with the organisation’s values and Code of Conduct
6. Encourage and lead a creative and entrepreneurial team that looks for innovative solutions that drive business efficiencies or improved service delivery
7. Establish Huon Regional Care as a leader amongst aged care providers across Tasmania
8. Develop, implement and monitor organisational and operation al KPIs

Financial Management

1. Oversee the development and implementation of the Huon Regional Care budget
2. Demonstrate a high level of competency around financial stewardship to ensure sustainable business operations
3. Develop and progress business cases and financial models for projects and initiatives
4. Play a key role in leading the organisation through business and operational planning to ensure the long term viability of Huon Regional Care
5. Achieve strong financial results through efficient and effective service development and growth in existing and new markets
6. Identify and promote initiatives that improve financial performance, grow revenue and reduce costs

Stakeholders and Culture

1. Deliver an organisational culture that is based upon Huon Regional Care’s values and core business
2. Devise strategies and plans that ensures staff feel valued and supported and are engaged in their work
3. Build and maintain excellent working relationships with key funding bodies the Tasmanian Department of Health, Tasmanian Health Service and the Commonwealth Department of Health
4. Work closely and collaboratively with medical practitioners that in partnership deliver sub -acute health services and residential aged care services
5. Champion, lead and communicate the strategic direction and standards expected of Huon Regional Care to deliver quality consumer outcomes
6. Manage all internal and external stakeholder relationships through contemporary practices that ensures high quality service is being delivered

Management, Innovation and Growth and Change

1. Work constructively with the Executive Management team to analyse, maintain and improve consumer care through innovative service delivery that represents best practice
2. Monitor, review and evaluate team performance
3. Identify opportunities for sustainable business growth and provide business case analysis for Board approval
4. Adopt an organisational wide performance approach that delivers robust organisational and service monitoring and reporting
5. Develop a learning culture across the organisation
6. Ensure all staff have the appropriate skills and knowledge to provide high standards of care to Huon Regional Care consumer

As delegated by the Chair and the Board of Huon Eldercare Limited within the requirements of the position description following consultation and communication.

Selection criteria

Essential Requirements

● A visionary, strategic and authentic leader who has strong business management skills
● Demonstrated track record of successfully leading organisational change
● Exemplary financial management knowledge with experience leading sustainable business operations
● Excellent written and verbal communication skills with the ability to engage and gain the trust of staff from all levels of the organisation
● High quality stakeholder engagement skills with experience in a highly complex service delivery environment that involves government partnerships
● Demonstrated knowledge and experience in the application of contemporary leadership principles and leading successful teams
● Demonstrated experience with innovation and service delivery growth
● Tertiary or post graduate qualification in the area of business management, finance or commerce
● Comply with the Registration to Work with Vulnerable People requirements for aged care
● Annual mandatory vaccination requirements for aged care
● Current unrestricted Driver’s Licence

Work health & safety responsibilities of employees

In the performance of their work, all employees are responsible to the extent of their ability, to preserve the work health and safety of themselves their fellow employees and others, including care recipients.

In particular, employees are to:

1. Be aware of and uphold all Huon Regional Care procedures, practices and policies.
2. Set an example to fellow employees in following all WHS procedures, practices and directions.
3. Correct where possible, and immediately report using documented procedures, any unsafe
4. Ensure they do not perform unfamiliar tasks for which they have not received appropriate instruction or training
5. Report, using documented procedures, all work-related injuries
6. Co-operate with, and participate in, all programs designed to make the working and living environment safer and healthier
7. Maintain good housekeeping standards at all times
8. Observe all warning signs and notices

11. Not intentionally or recklessly interfere with or misuse anything provided in the interest of WHS

Personal and professional development

You are required to participate in staff meetings, ongoing education programs relevant to areas of responsibility and attend those training programs deemed mandatory

The performance of all staff will be reviewed on a regular basis.

Quality improvement program

Huon Regional Care has a strong commitment to the process of Continuous Improvement and all staff are expected to participate by making recommendations, suggestions or identifying opportunities for improvement to workplace practices. Ensure all facilities meet the requirements in quality outcomes for residents and representatives in line with Quality Aged Care Standards in Residential and National Safety and Quality Health Service Standards for Sub-Acute Services. Promote a best practice person centred service where staff are also required to participate in quality projects and relevant practice audits when requested by management.
