Merri Outreach Support Service (MOSS) was established in 1989 with the aim of providing better access to support, housing and social options for people who experience homelessness or at risk of becoming homeless. The Agency also seeks to address the underlying social and structural causes of homelessness. This is the context from within which all decisions, policies and office procedures are developed.

MOSS provides a range of services to homeless and marginalised, men, women, and children in the North and West Metropolitan Region. The Agency is committed to providing the delivery of holistic team case management to a high needs cross target group.

Merri Outreach Support Service has a strong commitment to research and community development and all staff are expected to participate in these activities. Consumer participation is highly valued in the planning and management of the Agency. MOSS currently offers a number of services to homeless people and people experiencing housing vulnerability through a range of programs

General Manager – MOSS Operations 

Merri Outreach Support Service is seeking a qualified and experienced General Manager of MOSS Operations to join our Executive Team, which compromises the CEO, General Manager of MOSS Operations, Business Manager, Manager of Quality and Compliance and Partnership and Fundraising Manager. Our Executive Team operates collegially, fostering a supportive and inclusive culture. The successful candidate will provide strategic direction and support for the implementation and sustained development of MOSS, ensuring the agency’s vision and values are effectively communicated through the areas of responsibility. 

OBJECTIVES 

The General Manager MOSS Operations will provide a line management and managerial oversight for the following program areas: 

  • Crisis Response Program (3.5 FTE) 
  • Catchment Youth Refuge (4.6 FTE) 
  • Darebin Assertive Community Outreach (3 FTE) 
  • Youth and Families team (1.0 FTE) 
  • Transitional Outreach Support Team (3.5 FTE) 
  • Banyule Housing Support (2 FTE) 
  • Intensive Case Management Initiative (0.8 FTE) 
  • Bright Futures Program (3.8 FTE) 
  • Connections Program (6.1 FTE) 
  • Hume Program (7.6 FTE) 
  • Social Support Groups (5.2 FTE) 
  • Older Persons High Rise Programs + HSAP-Brunswick/ Northcote (4.2 FTE) 

The executive team plays a crucial role in managing and overseeing six key areas essential to the Agencies success: 

  • Finance 
  • Accreditation/Quality 
  • Workplace Health and Safety 
  • Human Resources 
  • Research and Development 
  • Business Development 

MOSS expects to maintain, improve and develop the services that we provide to consumers. We operate in an environment where there are ever increasing expectations of benchmarks of professional service delivery, changes in the Housing, Home and Community Care sectors, and in the Homelessness Service System. These are the expectations of the dynamic working environment which the General Manager should anticipate at MOSS. 

The agency’s commitment to continuous quality improvement is evident in the positive integration of the Quality Council and related structures throughout MOSS. The General Manager of Operations will make valuable contributions to the Accreditation/Quality portfolio, which is managed by the Quality and Compliance Manager. 

The General Manager MOSS Operations will proactively prioritise Workplace Health and Safety, especially within their service delivery program areas of responsibility. The Manager of Quality and Compliance, who oversees the OH&S portfolio, will provide support to the General Manager in this endeavour. 

The General Manager MOSS Operations will lead the recruitment and human resources management for the programs under their direct supervision, with assistance from the Manager responsible for HR portfolio. 

The responsibilities and portfolios assigned to the General Manager MOSS Operations will be determined through ongoing negotiation, taking into consideration the applicant’s strengths, skills, and interests.

The Executive Team regularly meets and values a high degree of relationship cohesion, placing great importance on interpersonal skills. As the agency evolves and grows, the General Manager MOSS Operations can expect to take on new responsibilities and opportunities as the agency grows.
